1. INFORMATION ABOUT THE ACC3 PROGRAM

 

To transport cargo to the European Union from a third country, the airline transporting cargo must be designated ACC3 (Air Cargo or Mail carrier operating into the Union from a Third Country Airport) on each cargo source from which the European Union transport in accordance with the provisions of the Implementing Regulation (EU) Nº 2015/1998.

 

This program establishes the obligation for air carriers to implement security measures airfreight reasonably ensure the absence of prohibited articles in cargo transport to the EU. The designation is made based on an on-site validation of the security measures applied by the carrier to the load. This validation can be performed:

  • In the case of Spain, directly by the Spanish Aviation Safety and Security Agency. This service will bear the cost of the service, based on public prices approved by the Spanish Aviation Safety and Security Agency.
  • For an EU AVSEC Validator to draw up a report in accordance with the provisions of the regulations. The list of approved validators can be found at the following link: https://webgate.ec.europa.eu/ksda/openAccess.htm. Validators apply their own rates, which must be consulted directly by the airline with validators in question. AESA only support reports written in Spanish.

 

The designation is granted for a maximum period of five years, being necessary to renew it at the end of the validity period based on a new on-site verification.

 

Those air carriers carrying cargo from a large number of sources in third countries to the European Union, may benefit from the provisions of paragraph 6.8.2.2.2 of Implementing Regulation (EU) Nº 2015/1998, with the authorization of the Spanish Aviation Safety and Security Agency.
